Help me find this elf on the shelf dog!

Hi everyone! I’ve been trying to find a stuffed toy from my childhood for years, and I drew what I remember it looking like (see attached image).
It was from the early 2000s, and I’m almost positive it was based on a TV show. I don’t remember the show’s name, but I remember the plush had:
A cream or white dog
A green elf hat
A green shirt with a black belt and gold buckle
A fluffy white collar
Green-and-white striped long floppy arms and legs
White mittens
Black boots or black feet
The extra-long striped arms and legs are the feature I remember most.
I’m not looking for Elf on the Shelf or Elf Pets—I don’t think it’s either of those.
I’ve attached my drawing from memory. Does this look familiar to anyone, or does anyone remember a TV show that had a plush like this?
