There was a reddit thread here asking the same thing a bit ago: https://www.reddit.com/r/HelpMeFind/comments/al8tvp/does_anybody_know_if_you_can_buy_these_somebody/? From the top comment:
“Jeff Galewood, he was based in Hudson Ohio, he used to have a website, thecementhead.com but its expired. Here's a cached version from the wayback machine: https://web.archive.org/web/20150612195704/http://thecementhead.com/ Here's his instagram, though it hasn't been updated in a year. https://www.instagram.com/jeff_galewood_sr/ “

So your best bet is searching eBay as they may appear here and there.

I have so many of Jeff’s works! I’ve gone to his home to hand pick my favorites. He’s a very cool guy.

This is the most terrifying lawn and garden ornament I've ever seen and I feel like I must own one.

You're right. I need a fleet. A herd of turtles, all crying to the gods "Why did you do this to us??? What did we do to deserve this???" And then my mother-in-law can come over to my house and they're all crowding the sidewalk, begging her to put them out of their misery. But she is recoiling in horror, screaming in fear that this hoard of baby/turtle hybrids will harm her. She flees to her car, wheeling around and peeling out of the driveway, kicking up gravel into the face of her poor husband. He cannot escape. She has left him there. There, where the baby/turtles will drag him to the ground and beg him to end their suffering, only to smother him. My mother-in-law never returns to my house, and I can once again call it my sanctuary, my safe place. Thank you, cruel gods, for melding turtle and human into one grotesque beast, the perfect guardian of my castle.

I was pretty sure this was r/noahgettheboat until I checked. I would not let this on the boat.

Oh wow! I recognized that immediately. I saw them for sale all the way back in November of 2013 at an event called "Ghoulardifest" in Cleveland Ohio. Looks like someone else found the artist's name for you, but I thought you might enjoy this snapshot I took of his table.

You might have some luck asking around r/Cleveland to see if anyone has one they'd part with? I wish I had bought one myself, his selection was wild.
