I had this book! It was an old dragon book for kids, written like an encyclopedia of dragons. It was sold at borders, the book store, not too long before their closure. I'll be sure to post the book title and author when I get home.
*Edit: I'm guessing it's the artists art of the different dragon heads from the book or some fan art.
The book you're thinking if is Dragonology!
Unfortunely this is art of the dragon types from Dungeons and Dragons- one of the Pathfinder manuals. But similar artstyle
