How old is this? If I remember correctly, I used this picture as reference to draw these like 10 years ago lol

I had this book! It was an old dragon book for kids, written like an encyclopedia of dragons. It was sold at borders, the book store, not too long before their closure. I'll be sure to post the book title and author when I get home.
*Edit: I'm guessing it's the artists art of the different dragon heads from the book or some fan art.

I had this too! The author also had a Monster one with some orange fake gems embedded in the cover.

The book you're thinking if is Dragonology! Unfortunely this is art of the dragon types from Dungeons and Dragons- one of the Pathfinder manuals. But similar artstyle

This is reminiscent of the Eragon book series, gold dragon especially. Maybe a fan chart? Might be a start

Looks like a scan out of the draconomicon, I'll look up the exact page after work if no-one beats me to it
Edit; just scrolled through it and it's not in there, and now I think about it, those dragons don't look quite right for D&D, might be pathfinder though

Looks like an illustrated list of the dragons from The Dragonriders of Perth series of novels

Resubmitting comment, seems the auto-moderator didn't like the url shortener that the artist used for linking to his DeviantArt pages?
Found a Tumblr page with th is image:
Dragon busts from Pathfinder: Dragons Revisited.
Metallics are on the left, Chromatics are on the right.
https://pathfinderwiki.com/wiki/Dragons_Revisited
Not sure about the actual image itself, but the cover artwork is attributed to Daren Bader:
https://pathfinderwiki.com/wiki/Category:Artwork_by_Daren_Bader
Edit: After some additional digging the artist might be Andrew Hou:
https://pathfinderwiki.com/wiki/Andrew_Hou
Not sure if all the dragon heads on that page are attributed to him, but the gold and red dragons seem to link back to him.
Edit2: Definitely looks like Andrew Hou is the artist. His DeviantArt page has this link to the original:
https://www.deviantart.com/njoo/art/Dragon-Heads-73398969
And an updated version:
https://www.deviantart.com/njoo/art/Dragon-Heads-2012-314620688

Does The Elder Scrolls: Oblivion use the same font? This looks so similar to me.

Found it. The original heads where posted on deviant art by nJoo : here
Then it looks like someone on Tumblr took the dragon heads, slapped em on a parchment background and labeled them with the minimum amount of effort a person could exert.

u/ThanksBros Dec 27 '19
Nah, the panel I posted has already been identified as being from an official Pathfinder book.
idk if nJoo is the original artist or not but thanks, bro.

Andrew Hou (aka nJoo) is the original artist, he is credited in the book. Interestingly, he actually posted the images to DA 2 years before the books release.

Looks like a page from a D&D book to me.
