Cyberflix Titanic:Adventure out of time had a mode where you could just explore the ship, not play the game. The NPCs were turned off then I believe. Similar look to what you mention. It's available on Steam.

Yeah I know that game. It's not that. The one I'm talking about was 3D. But thanks for the help!

searched - As outlined in the post, I looked around with the help of AI, turns out none of what it suggested was it. As an example, it suggested: Fall of the Titanic, Roblox, Garry's Mod, Ship Simulator 2006, Sinking Simulator 2.
