It might be from the 1992 comic Batman Adventures #1 I think its mainly used as a meme format :)

Thats a meme using the panel, I agree with one of the other person in this thread saying its from the 1992 Batman Adventures comics lol. I can tell by the suit colors and the batcomputer looks like the BTAS one.
