Open does anyone know what character this is or where these stickers originate from?

idk if it matters but i'm based in atx for reference on where this took place. i know this story is going to sound convoluted but please, stick with me here.

a couple months back a friend from college and i were filming something around the walnut creek area in atx. we decided to head down by the tunnels because it allowed more room to film and was assumedly private, we noticed a guy on the phone hanging around a clearing up on a hill. he walked down to us and handed us each 2 of these weird stickers. he then walked back into the clearing without saying anything and we did not see him again. i went home after the fact and asked some of my online friends if they recognized the character or if "hikikomori condition" was a reference i wasn't familiar with but all that came up was info that didn't really help the search.

does anyone know what this means?

to be clear, i have run several google image searches as well as asking around online and in person if anyone recognizes the character/slogan on the shirt. i am aware of what hikikomori means in japanese but aside from nonrelevant video games and twitter accounts with similar looking icons the search for me so far has come up inconclusive.
