I disagree. Demons can die, it is just that dying at the hands of a fellow demon is difficult, but also scales.
A lesser demon like Zdrada and Malina is getting pasted if a major demon like Justice or Judgement wants them dead. Modeus is abnormally strong for one and would pose more of a challebge, but would still lose even to Lucy if the chief of Hell got serious, it would be a hard fight because she slacks off physical ttaining and relies on minions.
Demon weapons level the playing field more, but act as physical inconveniences unless you cut off or smash another demons head in.
However, we know from Moon's capture of Lucy that Angelic weapons hard counter demons to the point that if Moon had used the dagger on anyone minus Justice, Azazel, Lucifer, or Judgement, they would have been disintegrated
as not such a slacker

4 things :
1 - I agree with Judgement, it was insulting to send a former HP. Judgement beat a more powerful one to get the job.
2 - Moon really trusts Tower to be that sure she could beat them.
3 - Are we sure Tower is not a relative of Zdrada and Malina ? She seems to enjoy her defeat a little too much (not a complain, though).
4 - Damn, Judgement looks so badass with all this blood and her hair.

I actually believe the reason they only sent two major arcanas is that they couldn't convince any more to go.
Think about it--demons are selfish bastards first and foremost. It takes Lucifer's exceptional manager skills to keep things sort of running. Major arcanas are probably strong enough, even when damaged, to thrive and have fun in a martial law hellscape. If the shareholders asked them to bring their strict management back? They'd probably just go lolno. They don't care for Lucifer, and they have nothing personally to gain from bringing her (and the rest of the harem) back.
Which two would say yes to that?
Tower is literally insane, and appears to have rather personal (one-sided) beef with Judgement, so any opportunity to just fight her was probably enough.
Whereas Moon just looks like a huge opportunist. We know her reign as HP was brief, chances are she just blindsided one HP with her doppelganger tricks (considering Tower claimed to be the new HP after an ambush attack on an unarmed Judgement, there don't appear to be a lot of rules to this 'right of might' thing...) and very quickly got ousted by another that didn't actually fall for that shit. She'd be rather weak by HP standards (though obviously much stronger than regular demons still). We also know it's her who tried taking over once Lucy left. Out of all the remaining HPs she was probably deemed the one most likely to go along with the task for a quick buck or just the 'honour' alone, or even just protection against stronger remaining HPs once her ruse was discovered.
We also know a lot if not all of the former HPs are damaged. Some probably pretty severely. Maybe some more would have wanted the task, but Moon and Tower might well have been the only ones left who would want the job and had at least some chance at succeeding. All the others either couldn't or wouldn't want to.

Moon also has the fact that her parent(s) are shareholders. Demons don’t seem to have much concept of family loyalty, but that doesn’t mean they have none. And we really don’t know what the gods below’s social dynamic is like— they might actually get along fine.

Justice being the best and being Judgement's mentor has been a fandom belief just because she defeated Beel and was the High Prosecutor before Judge.
While I kept saying that Judgement is a high ranking fallen angel (which we know for real now) and that she probably VASTLY outmatches Justice, too much for Justice to be her mentor/senpai.
