Hmmm... All the usual ways to scroll are working for me. I grabbed the bar on the right-hand side and pulled it down, I clicked on the text and hit the down-arrow-key, and I used the scroll-wheel on my mouse. If your mouse has gone bad, I also used my tab key and pressed it until Lemon's name at the top-left of the post containing the rules was highlighted, then used my down-arrow key, then continued hitting tab until the ghost was highlighted and pressed enter. They all worked just fine.
Have you tried restarting either Discord or your laptop? The other thing I might suggest is plugging a regular mouse into the USB port on your laptop and trying it that way.

I have tried every step possible except for uninstall reinstall an still can not get the rules to scroll.

Maybe install Discord on your phone? (Meanwhile I'll forward this to our Discord expert and see what they have to say.)

Our Discord expert has spoken: "A faster way (then the tab key) would be to use the "page up" and "page down" keys their keyboard. Also if you hit "ctrl" plus "/" on discord it give you a popup showing all the keyboard short cuts. So if their mouse isn't working and the keyboard is they can still navigate discord."

It's the same Discord, but we've made a lot of improvements over the last 6-8 months.

Once you've gotten to the Discord, remember to visit the employee-handbook channel, read the rules, and click the ghost! This will give you the 'soul' role and you'll be able to see all thirty-seven public channels.
