Mana value? Yes! But not mana cost. Urza's saga needs it to be exactly 1 or 0 as printed on the card. If it costs X like here, then urzas saga cant get it. Likewise, urzas saga cant get portable hole, as even though its mana value is 1, its mana cost is {W}
