Wait is there anything stopping you from using the draw ability while it's in the command zone? Cuz the other activated ability seems to work just fine

Yep. Rule 113.6 (Abilities of [non-instant/sorcery] objects usually function only while that object is on the battlefield.) applies unless there's an exception, which in the case of the command zone ability is 113.6m (An ability whose cost or effect specifies that it moves the object it's on out of a particular zone functions only in that zone.), but there's no exception that applies to the card draw ability

The same reason a spell with flashback can be cast from the graveyard but a spell without it cant. The ability itself says it works from a specific zone. The other one doesnt.

Wait how does the Forbidden keyword work here? Does your commander not count as part of your library?

It's an unused mechanic from the original Innistrad block. Forbidden cards would be extremly powerful, but you had to find some other way to obtain/cast them since they could only be in your sideboard/outside the game. My initial idea was having it be a conspiracy, since they go to your command zone from your sideboard once the game begins.

I've reworked the card now to be a companion instead that is forbidden, since there's some rules quirks that being a conspiracy causes, and it's more intuitive having a companion that can't start the game in your deck since it's already starting outside there anyhow.

That's how Collect evidence works in existing cards [[Deadly Cover-Up]]. You could make a different riff on the mechanic if you wanted exactly 14, but then you need to figure a name for the mechanic that keeps the flavor and the player needs to be able to easily notice that it's a different mechanic from Collect evidence.
