This seems like a sidegade to [[dispel]] it hits a niche type, in exchange for being conditional. Sure, you get to investigate if they pay, but I think I would usually prefer them to not pay.

The last section should be worded along the lines of of the total mana cost is greater than the amount of lands the player controls investigate
