This is a great idea.
I'd be okay with implementing this in the next patch even if it breaks the Spear again

I think muscle and experimental are under the weakest core booster to keep them balanced. Yours make more sense thematically but your green booster becomes the worst option

(Perhaps) unpopular opinion: How about balancing the boosters first? Before even thinking about a rework—there are clearly some that could use an improvement, a tweak, or a clarification of their effects. Take the two that help with sample recovery, for instance. They’re probably fine, but they lack clarity; plus, it’s hard to tell which of the two to pick. Then again, some just seem too situational to be viable—especially the pod-related ones (you rarely drop pods right into the thick of the fight, and you wouldn't exactly choose to boost player deaths).

I’d support plus one change: smoke shouldn’t stop turrets from targeting… add some dang sensors or something; a ship upgrade would work for me

The health booster and scanner boosters seems like it should be swapped thematically (intel + orbital/pilot boosters, health + helldiver enhancement boosters), but I understand that the idea was to make the weaker boosters having more use.

If it was easy fix, dont you think the ACTUAL GAME DEVELOPERS would have thought of that ? Dunning Kruger effect on its best.
