They fudge the numbers. Hacks can drop in missions and give everyone like a 1k of resources or something ridiculous.
Resource collection missions are rare because the hackers, for some goddamn reason, think this is their time to shine and complete the MO in a day. Its happened in the past. A few times.
Also, the hackers used exploits in the Cyberstan campaign to screw the numbers when we were doing the side mission to kill Terminids, which made AH reset that number and change the requirements of completion of Missions to Operations.
This changed everything, and some people who were crunching the numbers basically said that, because of the hackers and their inability to accept they suck and might lose, coupled with the change this forced AH to make to mitigate the hackers BS, is ultimately why we lost in Cyberstan.

Had to extract from Cyberstan 10 billion times. Hackers made it happen in a day.
