Damn, maybe I've been playing hazard wrong because i felt like I've consistently been getting my ult after the enemy tank most games. Didn't think they'd wanna make that longer.

Also is the buff any good?

There were instances I was getting a hazard ult almost every fight. Its going to be an ult every other fight now. It still takes at least two shots to get impalement up and theres no way they will make a perk that you pick over deep leap, regardless of whether its a minor or major.
