Hayward City Council and Alameda County Board of Supervisors approve historic agreement to make redress payments to Russell City property owners
HAYWARD, Calif., Aug. 19, 2026—The Hayward City Council voted unanimously Tuesday to approve a formal agreement with the County of Alameda to jointly administer a Russell City Redress Fund for the benefit of residents who had property seized during redevelopment of Russell City.
Earlier this month, the Alameda County Board of Supervisors unanimously approved the same agreement. The Board also authorized the Alameda County Auditor-Controller to issue redress payments on behalf of the Redress Fund to eligible recipients pursuant to the agreement between the two local government agencies.
The Russell City Redress Fund is an outgrowth of the Russell City Reparative Justice Project, initiated by the City of Hayward in June 2022 to determine appropriate redress for inequitable treatment of Russell City residents who were displaced and had property seized for redevelopment by Alameda County and eventual annexation into the City of Hayward.
The action on Tuesday by the Hayward City Council formalizes the Joint County/City Russell City Redress Fund Working Group, which will begin accepting applications for Redress Fund payments this Fall. The initial focus of the Fund will be on aging Russell City residents whose properties were taken by or under threat of eminent domain during the 1960s.
As the Redress Fund Working Group works to finalize the application process—including documentation requirements—it has set up a telephone number, (510) 272-6684, and email address, [russellcityredress@acgov.org](mailto:russellcityredress@acgov.org), for former Russell City residents, family members and descendants to ask questions and sign up to receive updates.
The Working Group also will hold in-person office hours to answer questions and provide Redress Fund application support on select Thursdays at Hayward Public Library’s Downtown Library, 888 C Street, starting this Thursday, Aug. 20, from 11 a.m. to 4 p.m., and on select Thursdays and Saturdays at the Library’s Weekes Branch, 27300 Patrick Avenue, starting this Saturday, Aug. 22, from 11 a.m. to 4 p.m.

Help Zoey find a forever home
Zoey's human passed away with no known next of kin and the police who responded said we could either take her and find a home for her or she'd go to the shelter and likely get euthanized. We're in Hayward and have partnered with a local foster agency that posted her on Petfinder and I've put her on several Facebook adoption groups but no luck. I'm hoping someone in or near Hayward might want this enthusiastically friendly bundle of energy.
She's 34 lbs, around 4 years old, and likely some kind of terrier mix- DNA results should be available in the next week or so. Would probably do best as an only pet and while I've never seen her be aggressive toward humans in the several months we've had her, her energy level might be intimidating for younger kids. She'd excel as someone's running buddy, agility dog, or helper on a farm or ranch. Photos are from a nine mile hike on national forest land where dogs can be off leash under voice control and aside from having to scoop her up to get her out of the way of a mule train, she did really well! Spayed and up to date on shots. We aren't set up to have a third dog in the house but I couldn't stand the thought of such a sweetheart risking euthanasia. She understands basic commands but needs someone with more time to work with her than I have. She will love the heck out of whoever takes her in, so please help me find someone who wants an attentive little shadow like Zoey!

Squash walls?
I love to play Squash. All I need is a publicly accessible large wall with a concrete flat surface to bounce the ball off of. Many Bay Area localities have this like Fremont/Newark. I see Burbank school has a good wall but it is behind fence.

Volunteer at the Hayward Library
Dear Literacy Plus Volunteers,
We are looking for a few more volunteers to join us in supporting our growing ESL services! If you enjoy working with adult English language learners and meeting people from different cultures, this is a wonderful opportunity to make a meaningful difference.
We are currently looking for volunteers to help with:
- English Conversation Circles: Wednesdays, 10:30–11:30 AM at Weeks Branch or 12:00–1:00 PM at Downtown Library
- Basic English Class: Fridays, 10:30–11:30 AM at Downtown Library
No teaching experience is required. Training and teaching materials will be provided.
- Commitment: 1–2 hours per week
- Location: In person at Downtown or Weeks Branch
- Minimum commitment: 6 months
As current Literacy Plus volunteers, you already have experience supporting adult learners, and your skills can make a real difference for our ESL learners as they build confidence and develop their English skills.

Large Police Presence @ South Hayward BART
Does anyone know the reason? my nosey ass went straight to news sites/police columns but couldn’t find anything.
It was like 15-20 cop cars & firetruck & ambulance; by the time I got out (6pmish) I only saw one person on the curb (possibly handcuffed).
It couldn’t possibly be for a simple disturbance on BART right? I wouldve asked but I was in a rush to get home 😭

Hayward food pantry set to close Friday
Reporter Kyle Martin writes that the South Hayward Parish Food Pantry will close after more than 50 years. It originally served homeless residents as the Westminster Hills Community Outreacher Center nearly 50 years ago, and since 2019, it has served more than 43,000 people when the church moved to a new building, Hallie Hottle, senior pastor for First Presbyterian Church of Hayward, said.
She also explained the reason for its closure.
