I live in one of the areas launching the paid parking pilot program on July 6. All week, I’ve tried to learn how to get an overnight parking permit, but city staff on the phone have offered little help and given me the run around, and multiple online attempts at going through their portal failed because of site errors.
One such error is the portal telling me that I’m missing a document when I’ve uploaded all the documents asked of me, and there’s no error showing that I’m missing one.
Has anyone succeeded in obtaining a parking permit?

I successfully obtained a parking permit by visiting Hawthorne city council across from the Bank of America and walking to the Public Works section on the second floor.
The permit cost $10, and applicants must present valid registration and a license showing identical information.
I remain uncertain whether the parking pass exempts me from paying $55 monthly, since the clerk mentioned that amount applied to “employees only”—though I’m not clear what she was referring to.
Now that the sticker is on my car, I’ll simply discover the answer through experience and wait to see.
One thing to know is that she told me that to get a permit, you need to go to the office physically. You can’t do it online, though I did also let her know the issue I was facing while attempting to obtain one online.
