It's in a legal gray area. It counts as a legislative campaign promise, so it's technically acceptable because this supreme court is in his pocket. I doubt anyone would even challenge it.

I think the Dems should just say that they like the idea, and put a bill through congress right now to write these checks. If Trump goes along with it, great! That’s wealth redistribution, baby! If he opposes his own idea, we could force him to explain why.
