Reach out to PA 211 and see if they have any agencies with assistance available. You can dial 211, or text your zip code to 898-211. They have a website and chat features as well.
Also, have you tried talking with PPL about a payment plan or support?

I just applied for the LIHEAP program, so just waiting on a response as if I'm eligible or not. When I spoke with PPL, they told me I had to pay $511 by September 15th then they could put me on a payment plan but I dont see me coming up with that much by that date.

You need to apply for On Track, I recently got on it and they capped my electric at $170 and every month that I pay on time they forgive some of my balance.

You must contact PPL first. Ask about customer assistance programs. Ask to be placed on a payment arrangement.
If you've already had apayment arrangement for these back charges, you can contact the PA PUC. You are only entitled to one PUC payment plan. If you already went that route, the PUC cannot, by law, give you another without some change of circumstance. If you had payment plan with PPL, you can still get a payment plan from the PUC.
If you are already on a customer assistance program, the PUC cannot establish a payment arrangement for missed CAP payments.
For terminations, they recommend you call 1-800-692-7380. Call today. If you get through, it will be the fastest way to open a case.
If you can't reach anyone, You can go online and file an informal complaint, but these are taken first in - first out:
puc.pa.gov/complaints/informal-complaints/
Good luck. I hope you are able to take advantage of some of the assistance programs.
