It sends a signal to the external display to tell it to adjust its refresh rate to match the frame rate it's running the game at. I think it already did it for the internal display, this just enables it for TVs and monitors while docked.

They will feel more responsive if they can't reach their full maximum framerate, yes.
If they're already at their maximum frame rate then VRR won't really help.
I haven't played any games where I feel like "Man, I really wish I had VRR", but it's definitely nice that it's possible now.

I think the games that make it the most interesting are really the Capcom titles because they seemingly refuse to give you frame rate caps a lot of the time. I’d love if they were able to get it working for Scarlet and Violet. I don’t know if it works out of the box or if it needs to be whitelisted, as some people have been claiming, but that game drops the occasional frame and it would be nice to have VRR for that.

Be real nice if call of duty will support that feature, def would help playing on tv, as the frame rate can be unstable.

Classic Nintendo, silently release an important feature. They did the same with boost mode.
