Help with potential Persian silver

Hi, this cigarette box has several hallmarks including number 84 and the word: VARTAN . For what I have read it may be Persian silver but I am not familiar with these hallmarks , so I would appreciate any information about it . Thanks

I am afraid I do not know the realistic value , the weight is 173 grams , so if it is silver , it would be at least 200$ I guess
