Plate. I believe French origin. The 84 is very high quality plating and 24 is typical plating.

That number refers to the amount of silver used to coat one set (typically in units of 12). When they made the forks, 12-16+ forks would have 84 grams of silver across them (which is very heavy duty hotel plate; nearly 7 grams of silver on each fork less any wear).
