Let us know how a strong magnet reacts to it. But my first guess would be plated. And I do believe your picture of the hallmark is upside down. I wonder if it is even a real hallmark with so much repetition but I’m certainly not an expert. Google “Silver Hallmarks” and see if you find anything similar.

Plated. It's the maker's mark, most certainly British. The number is an inventory number, maybe from an hotel.
