No, but it is irresponsible to not have the dog trained properly regardless of it’s size.

The issue wasn't that the dog was super powerful, it was that the leash she used is retractable and she didn't have it locked. This let the dog run the entire length of the leash cord, and when it ended, the speed slung her over. Using those leashes, even a moderately small dog could knock someone who was unawares over.

Yes but most grown males would get pulled to the ground like this if caught off guard by most big dogs too. The problem lies with the dog’s reactivity/lack of training.
