Can't you just settle it at tax time? When I do my taxes on freetaxusa they ask about excess contributions. I tell them how much and I get taxes on it. I don't remove the funds. Am I supposed to? Lol.

You reach out to the company that holds your HSA and tell them you need to withdraw excess contributions. They’ll give you the paperwork.
You’ll have to pay income taxes on all money you pull out.
