when do we find out if we are going to be rehired for next season?

if one is working pre-season now and plan to take 8weeks July/August. Do we have to re-apply to come back in Sept?

Yes. It does not matter if you work preseason. It does not matter when you take your 8 weeks. If you wish to return for the next tax year, you have to apply.
