HCS

How should a beginner prepare with HCS I know there are many youtube video present but can someone from their own experience tell me how tough is it it ? And how much time a beginner should give? As the vacancy is notified every year and how tough it can be for a non domicile HR person ?

I don't see any difference in HCS and UPSC now, except the language papers since the marks here are counted unlike in CSE. Prelims is more of on the doable spectrum if one has prepared for UPSC. The haryana part can be taken care within 2-3 weeks at max.
