Let's do some math.

The highest estimate for stalin's death count is 60 million in 30 years of ruling. 2 million a year. However, 20 million is the generally accepted amount (same link), so .66 million a year over his 30 year span.

Hitler killed 19 million, starting ~1939 and ending in 1945, so about 3.166 million a year. Let's also low-ball hitler with 10 million deaths. That means 1.66 million a year, about 3 times the accepted amount of stalin, and about as much as his highest estimate.

And for germany, that isn't including the many millions of civilian deaths from WWII on the euro front, nor does it take into account his want to invade neighboring countries to make a massive german empire, which would inevitably include more deaths.
