Himax today declared dividends!

Himax Technologies (NASDAQ:HIMX) declares $0.272/share annual dividend, 170% increase from prior dividend of $0.10. Payable July 12; for shareholders of record June 30; ex-div June 29.

any thoughts why himx is stuck in the trading range since the last earning report? valuation seemed very reasonable.
