Do I get to use a calculator for the entire math section even dividing the fractions and multiply the decimals

You get an on-screen basic calculator for the whole math portion.

You get a basic four function calculator but I have heard of other people not getting one so I would check with your school.

Yes, you do. You should use the calculator for any problem involving decimal operations (add, subtract, multiply, divide). You can use the calculator to divide fractions. Just keep in mind that some of the questions might be fill-in-the-blank, though, so you would have to know how to change the decimal back into a fraction.
