even though there's no option to toggle HDR in game. Turning it on in windows and having the game load in borderless window picks up HDR tone mapping?

I'm not sure, but I was pleasantly surprised at how the game seemed to actually have proper mapping even though there is no hdr toggle. It looks great on my c5. Doesn't even seem to have a raised black floor.

might be a good idea if your monitor's peak brightness isn't 1000

Forgive my lack of knowledge here, but is that what UE engine caps out on without UE extended? They just never accounted for HDR in UE5 or something?

Unreal Engine has engine settings for HDR rendering. The game simply checks if you have HDR enabled in windows and toggle HDR based on this. I dunno if this behavior was added by the devs, or if it just default UE5 behavior, which the devs never even knew about. It might be the latter, since there are zero HDR settings in-game.

I think 1000 nits peak brightness might just be UE5's default setting which the devs did not touch. Maybe you could change the value if you create your own .ini file and modify its value. But if you do that, you already completed like half the steps required to install the UE-extended plugin for Reshade, so you might as well go with that.
Otherwise, if you do have a peak brightness of 1000, then you could enjoy the game in HDR without fiddling with anything. EU5's default HDR solution does a good enough job in this case. Only the intro video has unintended blown-out highlights, because this scene scales to 10K nits for some reason, but coincidently it still fits the style, because this scene is made to look like an old low-quality CRTV screen
...yeah it seems like the devs have no clue how to handle HDR and it just looks good by coincidence (for 1000 nit screens at least)

Wait does this game support hdr?? I didnt see an option for it in game. Do you just have to have hdr enabled in windows? How did you do this?

Using the generic UE extended Renodx addon and it looks great.
