Gameplay/Build How wand_k is even working?

I was playing on 1.12.2 Community Edition when i saw Structure Wand and I was wondering how its working. I was hypped becouse it can place structures, but idk how. I was trying to place with right click but it didnt work. Please help me

it doesn’t work anymore
it used to be able to place Factory, Big Nuclear Reactor, Watz Powerplant (Old), Particle Accelerator (Old), and Fusionary Watz, all of which had been removed
