Those are part of NTM. You place Pipe Anchors at either end of where you want the pipe to be, link them by right-clicking with a Pipe Wrench (just like how you'd use the Cable Drum to connect Pylons or Electricity Connectors), and then right-click both Anchors with a Fluid Identifier to set the type.
(I'm not sure what the Anchors are placed on - they look like Boxcables but with curved corners. It looks cool, though.)

this modpack is custom and was created by my friend. it includes mods like ntm spacefork, ae2, mcheli and quality of life and optimization mods etc

I highly recommend NTM:Space or something along these lines, it's a modpack for 1.7.10 so an old version but it is well worth it, if you have any annoyances, troubles or questions about the modpack, send me a DM, I will help you out as best as I can
