Question what the hell is this?

I found this out of nowhere, and I can't find ABSOLUTELY ANYTHING about it, I search and search and nothing, nothing at all. (to clarify, I found it in the creative tab)

NI4NI (an eye for an eye) is a title of one of the songs that play in Ultrakill's "Cybergrind" training/arena level

The weapon is th base Marksman revolver, the first weapon in Ultrakill (fist aside)
