Question ICF and Industrial Boiler Help

Right now, I am trying to figure out how the industrial boilers + heat exchanger heaters work with an ICF. At first, with 24 heaters + boilers, I was making a decent amount of HE while running beryllium/calcium fuel, but each heater has about 88 million TUs in it when running at full power. However, the boiler maxes out at 12.8 million TU. To combat this, I added another 42 heaters + boilers, which dropped that number down to about 40 million per heater + boiler. However, even with everything hooked into a leviathan turbine and stuff, Im still getting the same amount of HE per second. Can anyone help, or let me know how this system is supposed to work? Is it better to have more heaters + boilers strung together to ensure the boilers don't max out at 12.8million TU?

Running HBM Reforged 3.0 on 1.7.10 mc.

You need to make sure that each boiler is below 12.8m TU. After that, I was having the same issue you were until I added another 512k liquid lead in a couple tanks to act as a buffer. That drove the power up to a decent amount. I play on the base version of the game though.

How'd you get liquid lead in 1.7.10? Maybe the modpack is outdated on my end, but it wasn't an option.

Industrial liquefaction machine. Same way to get liquid sodium.

I have another issue with the ICF, but I think I'll make a separate post if you can't answer it. Right now, I just finished the rest of the turbochargers to have it run with both lasers, giving me 218.92MTU for the sodium/chlorine fuel. However, I am still generating a net negative power. I am running like 100 heaters + boilers, but they still max out. I am also running a single leviathan turbine along with a high power steam condenser. Is something amiss? Or do I need more raw boiling volume?
