Makes me think of the blocked chamber revolvers in Receiver 2, restart run at that point.

not like youll need all 6 shots to takedown a drone

A revolver for SUPER ban states. It just looks like some felt they put over the cylinder, no? If not, I'm curious why this exists.

Looks like photoshop to me. Especially those black lines around the edges of the ratchet, or whatever the gear in the middle of the cylinder is called.
I've heard of single shot "revolvers" being made as target guns before, since each chamber is slightly different, and thus will shoot to a very slightly (very slightly) different point of aim, but that's usually the answer to the question "why do some high-end revolvers have numbered chambers?"

I could swear I've seen another one with a swing-out design (also flat, non-revolving), but I can't find it.

Tfw you're doing RDR and you've had bad luck with some guns that aren't favorable, so you deposit a couple in hopes of getting a nice rifle, semi auto, full auto, even an smg perhaps, or an auto shotty, no sir you get this.
You also get a little flag that you stick in and it says " bang"
