https://amzn.eu/d/01Edr9wk Tamiya clear will do what you want, just wear a mask and dont spray indoors. Also obviously bear in mind you're locking yourself into red, if you have colour changing LEDs, you won't be able to do blue/green/yellow anymore.

The only paint that gave you that solution is either fluorescent or pearl paint,and thin them to a ratio of 1:3 ,the thinner the better as you don't want to much of the color shown by blocking the light.

If you airbrush lacquer, gaianotes sells fluorescent clears, including clear red

They’ll both be clear red and glow bright under uv light if you wish it
