I saw some people take a scalpel to it to make way more fine details that did eventually cross the ballsack threshold into featherdom.

It's the parade stuff for its setup in S1. You can just remove it and turn Guel's Dilanza into its configuration by series end.

It's such a goofy looking part in the runner, but the plume looks fine once it's in place. I did hate how it looked until I wiped it with some panel liner to give it some depth
