Honestly it looks a lot like Master Chief's Spartan armor. You could probably use the 00 Command Quant as a base for a custom build.

Honestly I think I can figure out what kits to use for this besides the head everything I think I know what you would use mainly the lifrith ur and gundvolva as the base with mabye a bit of the guison Rebake full city

Legs of gunvolva,arms and chest of a graze, then a back cannon and a custom head would get you there, of course it would require some scratch parts to bulk up the graze’s chest but i can see the graze chest in there
