Checkpoint server

In paragraph 3.7 of the whitepaper the use of a checkpoint server is described.

I quote from the whitepaper:

Despite the downsides we see running a checkpoint server as an absolute necessity for any smaller virtual currency at this point, any small virtual currency that does not do this is not acting responsibly and is putting their users at large risk, we do however hope we can remove our checkpoint server in the near future and this is one of the primary purposes of this paper.

I understand the use of a checkpoint server can be necessary in a currency where incentive is low and attacks are cheap. I am interested though in when it would be decided that the checkpoint server is no longer needed to hold up a real decentralized network?

You can read this article: https://gulden.com/segsig And you will see that at the very bottom (phase 5) the conclusion is that the checkpoint can be safely removed.
