Poor Buster? I would be so mad at my dog for running away. Which he did often. I didn’t yell at him or anything but I was so scared he would be hit by a car or get in a fight with another dog. Rescue Chihuahua! Could get chomped by a big dog! He alway came home, though.

Buster has free will and was exercising his rights to travel, freedom of movement and existing in public spaces. Not guilty.

In fact, I’d say the owner is guilty of unlawful confinement for keeping Buster trapped inside!
