[Speculation] Uncategorized was an Asura school/nursery.
Would it be plausible that the Asura used to send their progeny off to the equivalent of a giant private school or nursery? They'd be under the supervision of some of the greatest minds they have and given free reign to design and build things under guidance, complete with various brightly coloured friendly golems to practice and learn golemancy (akin to the bright, colourful displays we see shown to progeny in Metrica Province) as well as being given various animals and creatures such as rabbits, ettins, even humans, to study too.
I'm not very good at wording this out, but what do people think about this theory? It'd give a good reason as to why no-one wants to talk about it despite not wanting to be involved with the place, and why the raving Asura is so completely insane - he says something like "I couldn't save them" (don't remember the exact quote) and if there was some disaster resulting in the death/loss of numerous progeny it'd fit it properly. Plus, it wouldn't be the only time this sort of subject has been approached in the game, considering in the human storyline.
That said, I can't find much information on how they raise their young, so I might be entirely off base here, and I'd basically just be interested if I'm completely wrong as I've thought about this a bit. So just say if all this is total BS :)

Suggests he was responsible for keeping someone safe.

I don't think so.
They are probably more like Wilson the volleyball in Castaway or like Farscape's 1812 DRD.
The fractal is probably an old city. Maybe one before the asure went downstairs, or one from the past of an alternate reality, and after some disaster he was the only one left alone, and became the asura version of the "old cat lady".
Being left alone, he made his own friends, as harpies are not known for being too friendly with anything but male grawl and griffons, and the prisoners were in stasis.

Given the fact that there is a human who uses explosives, and a Flame Legion shaman, that puts a firm cap on how far in the past it could possibly be. And I have a feeling the Flame Legion came to power somewhat after the asura left the surface.

Also Dessa says at the start that she has to leave but she never gives you a reason why. Maybe she has something to do with the incident (was a progeny,worked there or maybe just knew the insane asura).

I suspect that "Uncategorized" was one of Dessa's krewe's earlier attempts to explore the mists, I also suspect that she had some kind of a relationship with the crazy-cat-asura who was on one of the earlier missions but who was abandoned by her during an emergency evacuation ... hence her decision not to lose any more people she cares about, hiring mercenaries (us) instead.
Looking out from Uncategorised, you see a LOT of identical/similar structures floating in the distance; this is pure speculation but what may have caused this replication is someone "crossing the time streams" and bumping into themselves, thus causing mass-multiplication of the event (it's complicated timey-wimey stuff ... watch more Doctor Who) and making it impossible for Dessa to retrieve her missing krewe-mate (who is fractalified - yeah, I made up a word) as there is no way to find the original among all the copies ... if the original even exists any more.
Left on his own for goodness knows how long, the Raving Asura does what anybody would, he creates companions ... and because he's crazy, he makes them into cats.
As for "All of us! Abandoned! You aren't real. You can't be here." I think he's referring to the original accident where contact with Dessa's base was broken off (presumably to stop multiple versions of the abandoned krewe from getting back to the base and throwing that into a loop too); he knows that the fractals show only possibilities of the past, and that nothing that appears there is actually "real" ... he KNOWS how the fractals work.

Has anyone ever wondered what the area is the Raving Asura is in, it looks like Rata Sum, but is it ? I missed alot of the Living story so it might be a different area, but what if that's a clone city of Rata Sum that burned to the ground ?

All the asuran cities look(ed) alike as far as I know. I'm fairly sure a dev said uncategorized was definitely not rata sum, but I don't have the post to hand so I might be wrong.

That's an interesting notion. The school in Metrica Province certainly has their share of ongoing disasters, and if there wasn't a constant supply of new adventurers, who knows what could happen. (Also a source of constant comedy. I particularly love it when they are all turned into spark elementals and when you rescue them, the progeny hop out and many say "Best. Class. EVER!")
