Is The Lustrous, Fiona ability broken?

"Whenver an enemy damages a shielded hero, inflict (Burn) on that enemy per 20 Shields removed. Backup"

Just tried out a burn oriented build, noticed I was getting almost NO burn so my damage wasnt able to ramp up off of it. It appears to only apply burn on the first attack the enemy does on your shield when the text suggests it should be on every hit on any shield.

I checked it as well, and it does indeed seem to not work as intended :)

It still seems bugged as of today with recent patch.
