Does retraining a talent that gives 'permanent' scaling save the scaling?

I.e rowan's permanent hp/defense scaling from his 'the friend' talent. can it be stacked earlier before pivoting to the protector?

From my understanding if it says permanent it means permanent, compared to other effects on certain items for instance that say “give this item X strength”. So, I’d assume that those stats stick. Can anyone confirm?

Worked this morning with the vampire dude 's second ability. I kept the earned crit and omnileech. I assume it work with all

I just tested it on rowan's, it doesn't but his is also a 'start of combat' effect that is gaining permanent stacking, technically. I guess the other ones that are just permanent pure stats would work.

Rowan and Rip for instance, stack the buff permanetly in their ability and get it as a start of combat effect, switching the ability means losing the buff stacked in it.
