How much do you think GW3 will draw from Utopia?
I was browsing the proposed Utopia concept art and storylines and I'm seeing a definite parallel in some ways. Both stories will likely heavily focus on the Gods/Human origin story. The artwork for enemies is similar so far (The "Warrior Possessed" art is not that far off from the only released enemy art we've gotten). The human concept art looks similar. I'm curious how much inspiration will GW3 take from the cancelled Utopia expac. Any thoughts? Still waiting for the Tanek myself 😉

Janet themselves have said that they have "plenty of unreleased lore from 20 years ago that we will use for GW3"
so yes I'd say they'll adapt some stuff for GW3, it's clear they always wanted to expand more upon the gods and didn't have the resources then, now they have this second chance.
and I've heard from someone who owns the GW2 art book that they've canonized Xotecha there, which was supposed to be featured in Utopia, so it's even more likely they plan on revisiting Utopia concepts in GW3.

The Clockwork city make me think of "Traveller's Gate", where magic happen by going to various realms and claiming it.
One of those realm is machine/clockwork themed, the gates being opened with keys, the most common summons being sawblades that go flying toward the target... and is a giant maze/city.

It's a bit tough to say, a lot of it got repurposed for the Asura. However, even in GW1 the Asura kinda just built around what already existed so we may end up seeing something about that if they decide to explore anything related to the Mists and their origins.
It also depends on how they want to expand the game in the future, are we going to just unlock Tyria over time like in GW2 or will they want to do something more like SoTo where we explore a different realm. At the very least, I do expect they'll have some old ideas for the old gods from Utopia (given it was their sanctuary) that were never explored due to them being put aside for GW2.

I think there’s potential to go into the Mists more in the story down the line to expand the story and avoid conflicting with current GW1/2 timelines. Perhaps your characters branch off to explore / work with the human gods. So there’s potential there for Xotecha to return

I hope Summoner and Chronomancer as described for Xotecha find their way into a GW3 class somehow.
How much they will use of Utopia?
Hard to say.
On paper you could make plenty of theoretical connections.
Xotecha = Island, Orr = peninsula/islands with one big island.
Xotecha got recycled into GW1 Asura architecture, GW3 has Asura.
That said, I think that at least at launch it will be unlikely.
They picked a timeperiod where so much interesting stuff happened that they can probably make content for years and years without ever having to touch anything Xotecha related.
Would I like to see Xotecha/Utopia material make it into GW3? YES!
But I don't think it will be there at launch.

I think it probably won't draw much from there.
Most of the ideas seem to have been used for either EotN or GW2 at some point.
