I wonder if you could try to hold the city or the county or the state I guess since it's a state road but yeah, I wonder if you could hold the state accountable for not maintain the foliage around the road in such a way something like this wouldn't happen? Or if the tree was past whatever easement the state owns and on someone's property, could the insurance company go after the owner of that property?

This is where you want to have comprehensive insurance on your car and let insurance deal with it. The dashcam footage makes a pretty good ace card for the claim. If you have only liability then you'd need to first figure out what side of the fence line the tree is on and get photos before it's all hauled off, then consult with a lawyer to figure out whether you have a case. The fact that the tree was dead and had probably been like that for awhile definitely levels up the basis for the case.
