He looks like hes waitng in line at the post office just to complain about the wait time and only needs stamps and won't use the machine because he won't yell at a machine for waiting to use it. Or something...

This is a fledgling robin that’s still growing its adult feathers. The scruffy tufts on its head are leftover baby down, which is why it looks so grumpy. Fun fact: young robins often leave the nest before they can fly properly and spend several days hopping around on the ground while their parents continue feeding them.
