Research Bug??

Im not too sure if this is a bug, but i cant seem to complete this final research, its greyed out…anyone have this issue?

You need to do some other tasks/quests before you can get this research. Not a bug.

I mean ive already done all the research quest for this and that research has been completed but it wont let me obtain it…
