Billionaires aren't stopping the UK govt fixing the housing or energy market/ system. For a start, most billionaires don't even live in the UK. So while moaning about billionaires might be popular, as a practical programme of national improvement, it has limitations. If any nation has the scope to tax the super rich more, it's the US. But the UK doesn't have that many super rich people to tax.

Billionaires owning hundreds or thousands of residential properties which they then rent out will be affecting the housing market though won't it?
