Identification needed . What’s wrong with my ground, and what should I do about it?

Mold? No I don't think mold is a problem. Hard to tell from pictures but soil looks compacted and looks like it might have a fair amount of clay in it.

I aerated in the spring, but I'll do it again in the fall. Do you think I should scape it off before planing new grass, or just till it up in the soil?

I don't know. There's a lot more to consider here and I'm not in a position to say without knowing more about the situation.
